Library Card and Borrowing Privileges Policy

Ohio residents and property owners may obtain a library card from Logan County Libraries. To apply for a card, you must provide a valid government-issued photo ID (driver’s license, state ID, passport) with your current street address. If the ID is outdated, a utility bill or bank statement showing the current address is required. Property owners must provide proof of property ownership. Acceptable documentation includes a utility bill showing the individual’s name and the Ohio property address. If you do not have a photo ID, you may be issued a temporary library card.

For children under 18, a parent or legal guardian must be present when applying for a library card. There is no minimum age requirement to receive a card. If the child is not present during registration, a parent or guardian must verify the child's identity for the card to be issued. Acceptable documents include: a birth certificate, a Social Security card, an insurance or benefits card, or a juvenile state ID.

First-time applicants may obtain a library card free of charge. If your card is lost or stolen, you must report it to the library immediately to prevent unauthorized use. The cardholder is responsible for all materials checked out on the card before it is reported lost or stolen. There is a $3.00 fee to replace a lost or stolen card, although this fee may be waived at the discretion of a library employee in cases of theft, fire, or other disasters.

Only one card may be issued per eligible individual, except for educator or institutional cards used by schools, nursing homes, and non-profit organizations. Educator and institutional cards allow for longer checkout periods, while standard profile cards are meant for checking out personal items. Library cards issued by Logan County Libraries are recognized at any library within the Serving Every Ohioan (SEO) Consortium.

Your library card will be updated annually. If you receive a notification that your card has expired, please call or visit us to renew your card and maintain your library privileges.

Library cards are issued exclusively for the use of the individual to whom they are assigned and must not be loaned to others. Lending your card to someone ineligible for library services—such as due to fines, residency outside the library's service area, or any other reason—is a serious violation of the library's agreement and may result in the loss of your library privileges. Proxy borrowing is permitted only in extenuating circumstances. The cardholder must either call or visit the library to authorize the proxy borrower, and the name of the proxy borrower will be recorded in the cardholder’s account.

To be eligible to borrow library materials, adults or a parent/legal guardian of a minor must complete and sign a library card application form. This form requires the following information.

For Adults (18+): name, current street address, date of birth, and the name and phone number of an alternate contact person. Note: The alternate contact person does not have proxy privileges.

For Minors (under 18): In addition to the adult requirements, the application must include the name of the parent or legal guardian. The alternate contact person may not be the applying parent or the legal guardian.

Providing the library with an email address and phone number is optional. Automated services, such as courtesy reminders, are available through email or text message and require either an email address or a mobile phone number.

By signing the library card application, the applicant agrees to the following terms:

  • accepts responsibility for all activities conducted with the library card.
  • presents the card each time materials are borrowed, or computer services are used.
  • pays any fines or fees incurred for damaged or lost items borrowed with the card.
  • reports the loss of the card immediately.
  • pays the fee for a replacement card.
  • notifies the library of any changes to their name, address, or other contact information.
  • complies with the rules and regulations of Logan County Libraries.
  • understands that borrowing privileges and library cards may be suspended or revoked for any violations of the policies, rules, and regulations of Logan County Libraries.

Temporary Library Cards - The library offers temporary cards for individuals who live in the service area for a limited time or are unable to provide sufficient identification at the time of application. Temporary cardholders may borrow up to three items at a time, excluding hotspot devices. Temporary cards expire after 30 days. Eligible individuals may receive one temporary card per year, with the option to extend the expiration for an additional 30 days if needed. If proper identification is later provided, a temporary card may be upgraded to a full-service library card by completing the standard application process.

Digital Library Cards for Online Use - Residents and property owners in Ohio are eligible to apply for a digital library card. This card allows you to check out and download eBooks, audiobooks, e-magazines, and stream videos through The Ohio Digital Library (Libby) and other vendors. It also grants access to a variety of online resources. Your digital library card will be renewed annually. To maintain your access to digital content, please call or visit the library when you receive a renewal notification. Please note that digital cardholders may not check out physical materials unless they upgrade to a full-service library card.

Out-of-State Residents - Out-of-state residents may purchase a one-year, full-service library card for a fee of $25.00 per person. This card must be purchased and renewed annually to maintain library privileges.
