Meeting Minutes – August 21, 2025
The Logan County Libraries Board of Trustees met in regular session on Thursday, August 21, 2025 at 4:00 PM at the Knowlton Library, Bellefontaine, Ohio 43311.
Members present were President Sharon Halter, Robert Barnwell, Steve Fansler, Lauren Ater, and John Tucci, along with Director Beverly Arlequeeuw and Fiscal Officer Stacy Sandy. Stephen Henry was absent.
There was no public participation this month.
The Acting Secretary read the minutes from the July 31 meeting. Mr. Fansler made a motion to approve the minutes, seconded by Ms. Ater. Motion Carried.
FINANCIAL REPORT
The Fiscal Officer gave the monthly financial report ending July 31, 2025:
- The General Fund showed a cash balance of $367,703.84.
- The Capital Project Fund showed a cash balance of $730,584.15.
- The Susie Parker Trust Fund showed a total balance of $62,568.60.
- The Hazel G Moore Memorial Fund showed a cash balance of $9,064.97.
Mr. Henry made a motion to accept the Fiscal Officer's report, seconded by Mr. Barnwell. Motion carried.
The Fiscal Officer requested a General Fund transfer of $7,000 from Account 5110 to Account 3410 to cover the library insurance. Mr. Fansler approved of the transfers, seconded by Mr. Tucci. Motion carried.
The Director reviewed the Public Library Fund revenue to date. She noted an increase in August 2025 compared to August 2024. The PLF shows an overall increase of $62,033 for 2025.
CORRESPONDENCE
Board President Halter read a thank-you note from the Goodrich Family.
UNFINISHED BUSINESS
- The Fiscal Officer discussed the Siemens proposal for an additional smoke detector and wireless fire alarm communicator, explaining that Vision Concept will install an analog phone line for the fire communicator and assign a new phone number; therefore, this proposal is no longer needed.
- The trustee’s appointment/board secretary business was tabled until the next board meeting. We are waiting for the Logan County Commissioners to appoint someone to the vacant seat, which was vacated by Mrs. Goodrich.
NEW BUSINESS
- The library's insurance, the Ohio Plan, was discussed. The increase in premiums is attributed to two significant insurance claims made in the past three years: one related to Knowlton Library, which experienced flooding due to a broken fire suppression pipe in December 2022, and another for Lakeview Branch Library following a tornado in March 2024. Additionally, we included two outer sheds in our insurance coverage and increased the overall coverage to reflect the true cost of replacing our building. Mr. Barnwell made a motion to accept the renewal of the Ohio Plan as presented at $18,418, seconded by Mr. Tucci. Motion carried.
- The Director asked the Board to approve a waiver fee of $3.00 for the library card replacement fee for the September Library card sign-up month. Mr. Fansler made a motion to waive the fee, seconded by Mr. Barnwell. Motion carried.

- STATISTICS REPORT FOR July 2025
- Circulation for July 2025:
- The system showed an overall increase of 731 items over July 2024.

- STAFF NEWS
- June Harbor has been appointed as the Lakeview Branch Librarian for 17 hours per week, starting on August 26, 2025. Previously, she worked as a Patron Services Assistant at Knowlton Library.
- Charlie Koehler has resigned from her position as a Patron Services Assistant to move to New York.
- Paityn Anspach has also resigned from her position as a Patron Services Page, as she will be starting her college classes at Bowling Green State University.

- All our branch locations participated in the United Way “Stuff the Bus” for donated school supplies
- September is Library Card Sign-up Month.
- Library calendar of events for September 2025.
The next regular Board meeting will take place on Thursday, September 18, at 4:00 pm at the Knowlton Library in the Barnwell Board Room.
There being no other business, upon motion by Mr. Barnwell, seconded by Mr. Fansler, the meeting was adjourned at 4:17 P.M.
