Meeting Minutes – April 17, 2025
The Logan County Libraries Board of Trustees met in regular session on Thursday, April 17, 2025 at 4:00 PM at the Knowlton Library, Bellefontaine, Ohio 43311.
Members present were President Sharon Halter, Judith Goodrich, Lauren Ater, John Tucci, Robert Barnwell, and Steven Fansler along with Director Beverly Arlequeeuw, and Fiscal Officer Stacy Sandy. Stephen Henry was absent.
There was no public participation this month. Kathy Iven did attend the meeting to observe.
The Secretary read the minutes from the March 20 meeting. Mr. Fansler made a motion to approve the minutes, seconded by Mr. Tucci. Motion Carried.
FINANCIAL REPORT
- The Fiscal Officer gave the monthly financial report ending March 31, 2025:
● The General Fund showed a cash balance of $405,728.89.
● The Capital Project Fund showed a cash balance of $748,310.47.
● The Susie Parker Trust Fund showed a total balance of $65,671.64..
● The Hazel G Moore Memorial Fund showed a cash balance of $9,151.52. Mrs. Goodrich made a motion to accept the Financial Report, seconded by Mr. Fansler. Motion carried. The Fiscal Officer requested a General Fund transfer of $6,000.00 from Account 5410 to Account 4320 and a transfer from the Hazel Moore Fund account 5510 to General Fund Account 4320 for $900.50. Mrs. Goodrich approved the transfers, seconded by Mrs. Ater. Motion carried. The Director reviewed the Public Library Fund revenue.. She noted a nice increase in funds of $14,680 for April compared to April 2024. An overall increase of $47,683 to date. The Director and Fiscal Officer attended the Legislate Day at the Ohio Statehouse. Ohio Libraries are still fighting for Ohio Libraries funding in the next biennium budget. The House budget was passed but still falls short of the Governor’s library proposed funds.
UNFINISHED BUSINESS
Some discussion on the Employee Handbook and adoption was tabled until the next meeting.
NEW BUSINESS
- The Director and Fiscal Officer discussed the homeless within the main library. The Director said she had banned 3 individuals from the library. Mr. Fansler made a motion to ban Dallas McKinny & Stephanie McCleese for 365 days and Ally Hunter for 30 day, Seconded by Mr. Tucci. Motion carried. It was noted to revise the Code of Conduct Policy by the next meeting.
- Stolly Insurance suggested an item in the West Liberty rental agreement be removed. Mr. Fansler is reviewing.
- The Director suggested a dedication of the Mrs. Nancy Rita Book plaque for the hanging in the children’s area.
- Mr. Barnwell moved to cancel the June Library Board meeting since the Library will be closed and meet on July 17, seconded by Mrs. Goodrich. Motion carried.
DIRECTOR’S REPORT
- STATISTICS REPORT FOR 2025:
- Circulation for 2025:
- The system showed an overall loss of 230 items compared to March 2024.
- The Ohio Digital Library and HOOPLA circulation was 8,195 items.
- STAFF NEWS
Katie Tezak has resigned her position as Branch Librarian at the West Liberty Branch effective May 31, 2025. The job position has been posted. - OTHER
- A food drive will be held during the month of May to help the Logan County food pantries.
- The Library staff is collaborating with OPLIN to create a new website. NORWELD previously hosted and designed our website, but that service will end on June 30, 2025.
- Library calendar of events for May 2025 was reviewed.
- Circulation for 2025:
The next regular Board meeting will be held on Thursday, May 15, 2025 at 4:00 pm at the Knowlton Library in the Barnwell Board Room. There being no other business, upon motion by Mr. Barnwell, seconded by Mrs. Ater the meeting was adjourned at 5:35 P.M.
