Meeting Minutes – September 18, 2025

The Logan County Libraries Board of Trustees met in regular session on Thursday, September 18, 2025 at 4:00 PM at the Knowlton Library, Bellefontaine, Ohio 43311. Members present were President Sharon Halter, Steve Fansler, Lauren Ater, and John Tucci, along with Fiscal Officer Stacy Sandy. Robert Barnwell and Director Beverly Arlequeeuw were absent. There was no public participation or correspondence this month. The Acting Secretary read the minutes of the August 21, 2025, meeting. Mr. Fansler made a motion to approve the minutes, seconded by Mr. Tucci. Motion Carried.

FINANCIAL REPORT

The Fiscal Officer gave the monthly financial report ending August 31, 2025:

  • The General Fund showed a cash balance of $375,199.89.
  • The Capital Project Fund showed a cash balance of $726,981.86.
  • The Susie Parker Trust Fund showed a total balance of $62,789.11.
  • The Hazel G Moore Memorial Fund showed a cash balance of $9,064.97. 

Mr. Fansler made a motion to accept the Fiscal Officer's report, seconded by Mr. Henry. Motion carried. 

The Fiscal Officer requested a General Fund transfer of $2,600 from Account 3995 to Account 3320 to cover the maintenance agreements for the rest of the year. Mr. Henry approved of the transfers, seconded by Ms. Ater. Motion carried.

 The Fiscal Officer reviewed the Public Library Fund revenue to date. She noted a decrease in August 2025 compared to August 2024. The PLF shows an overall increase of $48,748 for 2025.

UNFINISHED BUSINESS

The board secretary's role was postponed until the next board meeting. The Logan County Commissioners appointed Debra Weiskittle to complete the remainder of Mrs. Goodrich’s term. They will send the resolution next week.

NEW BUSINESS

  • The library will receive funding from Janet Moore's estate, with the exact amount to be determined once the estate is settled. There are no restrictions on how the funds can be used. The Fiscal Officer will notify the staff via email of this news.
  • Mr. Tucci made a motion to permit the Friends of the Library to use the Knowlton Library address on its application to incorporate as a non-profit, seconded by Mr. Fansler. Motion carried.
  • Staff Job Descriptions will be emailed to the Trustees and reviewed at the next meeting.

DIRECTOR'S REPORT

  • STATISTICS REPORT FOR August 2025
    • Circulation for August 2025:
      • The system showed an overall increase of 1,130 items over July 2024.
      • August 2025 Total Ohio Digital Library = 6,591
  • STAFF NEWS
    • Keara Henry has been hired part-time as the Patron Services Assistant starting on September 5, 2025. She has experience in libraries, having worked at both the Champaign County Library and the academic library at Columbus College of Art and Design.
    • Angela Major has resigned from her position as a patron Services. Her last day is September 20.
    • Marcia Linch will be staying on staff as a substitute for all locations.
    • The Patron Services Department is hiring a new Patron Services Assistant to fill the vacancy left by Angela Major.
  • OTHER
    • All library computers are being updated to Windows 11 before the October 15 deadline.
    • Library calendar of events for October 2025.

The next regular Board meeting will take place on Thursday, October 16, at 4:00 pm at the Knowlton Library in the Barnwell Board Room.

There being no other business, upon motion by Mr. Henry, seconded by Ms. Ater, the meeting was adjourned at 4:20 pm.
