Meeting Minutes – October 16, 2025

The Logan County Libraries Board of Trustees met in regular session on Thursday, October 16, 2025 at 4:00 PM at the Knowlton Library, Bellefontaine, Ohio 43311.  Members present were President Sharon Halter, Robert Barnwell, Steve Fansler, Steve Henry, Debbie Weiskittle, and John Tucci, along with Director Beverly Arlequeeuw. Lauren Ater and Fiscal Officer Stacy Sandy were absent. There was no public participation or correspondence this month. The acting Secretary read the minutes of the September 18, 2025, meeting. Mr. Fansler made a motion to approve the minutes, seconded by Mr. Tucci. Motion carried.

Financial Report

The Fiscal Officer prepared the monthly financial report for the period ending September 30, 2025, which the library director reported:

  • The General Fund showed a cash balanceof $364,058.37.
  • The Capital Project Fund showed a cash balance of $724,666.96.
  • The Susie Parker Trust Fund showed a total balance of $63,000.75.
  • The Hazel G Moore Memorial Fund showed a cash balance of $6,664.27.

Mr. Henry made a motion to accept the Fiscal Officer's report, seconded by Mr. Barnwell. Motion carried.

The Director review the Public Library Fund revenue to date. She noted an increase in September 2025 compared to September 2024. The PLF shows an overall increase of $58,347 for 2025.

Unfinished Business

  • The staff job descriptions were postponed until the next board meeting. Staff job descriptions will be emailed to the Trustees before the next meeting.

New Business

  • The Trustees agreed to continue our participation in the Bellefontaine High School's Senior Awards night and present awards with the Susie Parker Scholarship in 2026. Mr. Barnwell made a motion to accept our participation, seconded by Ms. Weiskittle. Motion carried.
  • Ms. Debbie Weiskittle was introduced as the newest member of the Board. She was recently appointed by the Logan County Commissioners to fulfill the rest of Ms. Goodrich's term - until March, 2026. Ms. Weiskittle previously served on the Board from 2015 to 2020.
  • Youth Services Manager, Holly Hollman, gave a visual presentation that highlighted the statistics and programs offered for children during the Summer Library Program 2025.
  • The agreement for Snow and Ice Removal performed by Mr. Travis Temple, dba TNT Landscape Services, for $11,500 for the winter season was reviewed and discussed. Mr. Fansler made a motion to accept the contract, seconded by Mr. Henry. Motion carried.

    • Circulation for September 2025
      • The system showed an overall increase of 2,902 items over September 2024.
      • September 2025 Total Ohio Digital Library = 6,883
  • Staff News
    • Alicia McGuire has been hired part-time as the Patron Services Assistant, scheduled for 16-20 hours per week, starting on October 9, 2025.
  • Other
    • The Library will participate in a Toy Drive from November to December to benefit the children in Logan County.
    • Library calendar of events for November 2025.

The next regular Board meeting will take place on Thursday, November 20, at 4:00 PM at the Knowlton Library in the Barnwell Board Room.

There being no other business, upon motion by Mr. Henry, seconded by Ms. Ater, the meeting was adjourned at 4:26 PM.
