Meeting Minutes – November 20, 2025
The Logan County Libraries Board of Trustees met in regular session on Thursday, November 20, 2025 at 4:00 PM at the Knowlton Library, Bellefontaine, Ohio 43311. Members present were President Sharon Halter, Steve Fansler, Steve Henry, Lauren Ater, Debbie Weiskittle, and John Tucci, along with Director Beverly Arlequeeuw and Fiscal Officer Stacy Sandy. Robert Barnwell was absent. There was no public participation or correspondence this month. The acting Secretary read the minutes of the October 16, 2025, meeting. Mr. Henry made a motion to approve the minutes, seconded by Ms. Weiskittle. Motion carried.
Financial Report
The Fiscal Officer gave the monthly financial report ending October 31, 2025:
- The General Fund showed a cash balance of $301,512.03.
- The Capital Project Fund showed a cash balance of $719,019.78.
- The Susie Parker Trust Fund showed a total balance of $63,214.60.
- The Hazel G Moore Memorial Fund showed a cash balance of $6,664.27.
Ms. Ater made a motion to accept the Fiscal Officer's report, seconded by Mr. Henry. Motion carried.
The Fiscal Officer requested a General Fund transfer of $717.51 from Account 5110 to Account 7110 to cover the NORWELD membership dues. Mr. Tucci approved of the transfer, seconded by Ms. Weiskittle. Motion carried.
The Director reviewed the Public Library Fund revenue to date. She noted a slight decrease in October 2025 compared to October 2024. The PLF shows an overall increase of $57,787 for 2025.
UNFINISHED BUSINESS
- The new staff job descriptions, which were updated by a human resources consultant from Clark, Schaefer, to comply with the State of Ohio standards, were presented and discussed. Mr. Henry made a motion to accept the new job descriptions, seconded by Mr. Tucci. Motion carried
NEW BUSINESS
- The Director and Fiscal Officer explained the 4% increase in 2026 for the employee health and life insurance plan offered by Anthem. Mr. Henry made a motion to renew the plan, seconded by Mr. Fansler. Motion carried.
- The trustees discussed a staff member's request for a leave of absence due to medical conditions. Mr. Fansler made a motion to accept the request for up to 12 months, seconded by Ms. Ater. Motion carried.
- The request was made to reinstate the tuition reimbursement in the staff handbook, which was inadvertently omitted during the recent update. Ms. Weiskittle made a motion to reinstate the tuition reimbursement, seconded by Ms. Ater. Motion carried.
- After seeking nominations for the board secretary position, the trustees nominated Ms. Weiskittle to serve in that role until June 2026. Mr. Fansler motioned to accept the nomination for board secretary, seconded by Ms. Ater. Motion carried.
- Teen Coordinator, Stephanie Lamb, gave a visual presentation that highlighted the statistics and programs offered for teens during the Summer Library Program 2025.

- Circulation for October 2025:
- The system showed an overall increase of 622 items over October 2024.

- STAFF NEWS
- Mark DeLeon has resigned from his position as Reference Assistant to accept a full-time role as an instructional assistant at the Indian Lake Local School District campus, under the Midwest Regional Educational Service Center. However, he will continue to be on the payroll as a substitute in the Reference department during evenings, Saturdays, and at other times during the summer or breaks. His last day was November 8.
- OTHER
- Our library will receive a $10,000 gift from the Carnegie Corporation of New York to celebrate America's 250th anniversary.
- The library is participating in a Toy Drive in December.
- Library calendar of events for December 2025.
The next regular Board meeting will take place on Thursday, December 18, at 4:00 pm at the Knowlton Library in the Barnwell Board Room.
There being no other business, upon motion by Mr. Henry, seconded by Ms. Ater, the meeting was adjourned at 4:30 PM.
