Meeting Minutes – January 16, 2025

The Logan County Libraries Board of Trustees met in regular session on Thursday, January 16, 2025 at 4:00 PM at the Knowlton Library, Bellefontaine, Ohio 43311.
Members present were President Sharon Halter, Judith Goodrich, Robert Barnwell, Lauren Ater, Stephen Henry, John Tucci, and Steven Fansler along with Director Beverly Arlequeeuw, and Fiscal Officer Stacy Sandy. 
There was no public participation this month.
The Secretary read the minutes from the December 19, 2024 meeting. Mr. Fansler made a motion to approve the minutes, seconded by Mr. Henry. Motion Carried.
 

FINANCIAL REPORT

The Fiscal Officer gave the monthly financial report ending December 31, 2024:

  • The General Fund showed a cash balance of $357,427.39.
  • The Capital Project Fund showed a cash balance of $751,765.12.
  • The Susie Parker Trust Fund showed a total balance of $64,948.26.
  • The Hazel G Moore Memorial Fund showed a cash balance of $22,681.43.  

Mrs. Goodrich made a motion to accept the Financial Report, seconded by Mr. Tucci. Motion carried.
The Director reviewed the Public Library Fund revenue.. She noted an increase in funds of $19,213 compared to the same period in 2024. 
 

UNFINISHED BUSINESS

▪ There was no unfinished business this month.

NEW BUSINESS

  • After discussing the presented Permanent Budget, Mrs. Goodrich made a motion to adopt for 2025 totaling $2,909,786.12, seconded by Mr. Barnwell. Roll vote: Goodrich yes; Fansler yes; Barnwell yes; Ater; Tucci yes; Henry yes; Halter yes;
  • Mrs. Goodrich made a motion to appoint Stacy Sandy as the Fiscal Officer for 2025 with approval to pay all invoices and interest earned for 2025 to the Funds, seconded by Mr. Tucci. Motion carried.
  • Mr. Henry made a motion to appoint Beverly Arlequeeuw as the Director for 2025, seconded by Mr. Barnwell. Motion carried.
  • Mr. Fansler made a motion to keep the current slate of officers for 2025, seconded by Mr. Henry. Motion carried.

DIRECTOR’S REPORT

  • STATISTICS REPORT FOR 2025:
    • Circulation for December 2024 :
      • The system showed an overall increase of 1,857 items compared to December 2023. The overall increase for 2024 was 7,389 items.
      • The Ohio Digital Library circulation was 6,104 items.

  • STAFF NEWS

    • Mark DeLon was hired on January 9, 2025 as a part-time reference assistant for the 27-29 hours per week.
    • The Director reported the new technology coordinator was working out well.

  • OTHER

    • HB 257 which authorizes certain public boards, including Library Boards, to meet virtually was passed and signed by Governor DeWine on January 8, 2025.  President Halter asked the Director to have Technology Coordinator come to the next meeting to review Zoom Teams procedures for Trustees.
    • The Director announced the Logan County Health Department wellness vending machine. All items are free and grant funded.
    • The Director highlighted the February Library events. February is Library Lovers Month!

The next regular Board meeting will be held on Thursday, February 20. 2024 at 4:00 pm at the Knowlton Library in the Barnwell Board Room. There being no other business, upon motion by Mr. Fansler, seconded by Mrs. Ater the meeting was adjourned at 4:45 P.M.
