Meeting Minutes – December 18, 2025

The Logan County Libraries Board of Trustees met in regular session on Thursday, December 18, 2025 at 4:00 PM at the Knowlton Library, Bellefontaine, Ohio 43311.  Members present were President Sharon Halter, Steven Fansler, Steve Henry, Lauren Ater, John Tucci, and Debbie Weiskittle, along with Director Beverly Arlequeeuw and Fiscal Officer Stacy Sandy.  Bob Barnwell was absent. There was no public participation or correspondence this month. The acting Secretary read the minutes of the November 20, 2025, meeting. Mr. Henry made a motion to approve the minutes, seconded by Mr. Tucci. Motion carried.

Under correspondence, the Toys for Tots Certificate was presented.  The library collected at least four hundred toys for donation.

Financial Report

The Fiscal Officer gave the monthly financial report ending October 31, 2025:

  • The General Fund showed a cash balance of $354,850.38.
  • The Capital Project Fund showed a cash balance of $716,248.77.
  • The Susie Parker Trust Fund showed a total balance of $63,414.74.
  • The Hazel G Moore Memorial Fund showed a cash balance of $6,664.27.

Mr. Fansler made a motion to accept the Fiscal Officer's report, seconded by Ms. Weiskittle. Motion carried.

The Fiscal Officer requested a General Fund transfer from Account 5410 of $2,000 to Account 3610 for utilities, of $3,000 to Account 3320 for snow removal, and $700 to Account 5510 for SEO. Mr. Henry moved to approve the requested transfers. Mr. Tucci seconded. Motion carried.

UNFINISHED BUSINESS

There was no unfinished business.

NEW BUSINESS

  • The Board discussed the presented temporary budgets. Mr. Fansler made a motion to approve the temporary budgets, and Ms. Ater seconded the motion. Motion carried.
  • The revised employee salary schedule was presented due to a minimum wage increase. Ms. Weiskittle made a motion to approve the revised employee salary schedule as presented, and Mr. Henry seconded. Motion carried.
  • Mr. Fansler moved for a four percent increase in salaries across the board. Mr. Fansler also moved for a $50 bonus for every employee, with an additional $50 bonus based on merit as presented in the employee salaries spreadsheet. Mr. Tucci seconded the motion. Motion carried.
  • The Board went into executive session at 4:36 p.m., as moved by Mr. Tucci and seconded by Ms. Ater. The Board came out of executive session at 4:54 pm, as moved by Mr. Fansler and seconded by Ms. Ater. It was moved by Ms. Weiskittle and seconded by Ms. Ater that a four percent increase in salaries be extended to the library’s director and financial officer. Motion carried. Thanks for their service over the last year was extended. The Board also will be instituting annual performance reviews in November of each year.

DIRECTOR'S REPORT

  • All Library Board of Trustees meeting dates for 2026 were presented.
  • STAFF NEW:  A Reference Assistant will be hired; Emily Watson recently received her Master's Degree.
  • Statistic Report for November 2025:  The system showed an overall increase of 704 items over November 2024. November 2025 Total Ohio Digital Liberty = 6,751.

The next regular Board meeting will take place on Thursday, January 29, 2026, at 4:00 pm at the Knowlton Library in the Barnwell Board Room.

There being no other business, upon motion by Mr. Fansler, seconded by Mr. Henry, the meeting was adjourned.
